I. Rhode Island 希望奖学金 Program Overview

2023年6月, esball官方网制定了罗德岛希望奖学金试点项目法案(“希望”). The three purposes of the RI Hope legislation are:  

  1. 增加注册并按时完成esball官方网(RIC)四(4)年制学位和证书的学生人数;
  2. To promote more graduates in high-need fields such as nursing, 学前班到12年级的教育和满足劳动力需求的学位, RIC为这些领域提供强大且负担得起的教育;
  3. To determine whether a scholarship program for RIC that is modeled on the Promise scholarship program in 第16编第107章 would be successful in attaining the goals set forth by this legislation.

Through the 希望奖学金 program, eligible students who attend RIC for their freshman and sophomore years are able to attend RIC for their junior and senior years with free tuition and mandatory student fees. 这也适用于符合以下要求的成人学生. 目前的Hope立法为当前和未来的RIC学生提供这项奖学金.

II. Benefits of 希望奖学金 to Students

The 希望奖学金 program allows Rhode Island residents who meet program eligibility criteria to attend RIC for their junior and senior years free of tuition and mandatory fees. 这些费用和费用是每个RIC学生在注册课程时需要支付的. 无论家庭收入如何，符合条件的学生都可以获得希望奖学金.

3. Academic Program Requirements

Students may be removed from the scholarship program for failing to file the FAFSA (or the comparable form created by RIC for persons legally unable to complete the FASFA), failing to enroll full-time, 获得的学分少于“即将毕业”中所述的要求,” falling below the cumulative GPA minimum, 和/或不参加连续或连续的秋季和春季学期.

IV. RI 希望奖学金 Eligibility Requirements

  1. The student must apply to and attend RIC.  More information on admissions can be found on the RIC招生常见问题,

  4. The student must complete the FAFSA and any required FAFSA verification or other financial aid forms by the deadline prescribed by RIC 学生申请奖学金项目资助的每一年; provided that, persons who are legally unable to complete the FASFA must complete the 国际扶轮专上学生经济资助申请表.  These forms must be submitted by the deadline prescribed by RIC, 学生申请奖学金项目资助的每一年.

  6. The student must have a cumulative grade point average (GPA) of 2.5 or greater prior to obtaining the scholarship, 同时也是能够继续获得奖学金的条件之一.
  7. V. 特殊情况下

有特殊情况的学生，下列情况可能不符合资格要求: 

(1) In the case of a recipient-student who has an approved personal leave of absence or is unable to satisfy one or more specified conditions because of the student's medical or personal circumstances, as approved by the Assistant Vice President, 学生的成功 & 教务长, 学生可以在恢复学生教育后获得或继续获得奖学金计划下的奖励, 只要学生继续满足所有其他适用的资格要求. 如果是残疾人住宿，请联系残疾人服务中心.

(2) In the case of a recipient-student who is a member of the National Guard or a member of a reserve unit of a branch of the United States military and is unable to satisfy one or more specified conditions because the student is or will be in basic or special military training, 或者正在或将要参加学生卫队或预备役部队的部署, 学生在完成基本或特殊军事训练或部署后，可以在奖学金计划下获得或继续获得奖励.

(3)  Students enrolled at RIC as of July 1, 2021 who have attained junior status at RIC as of July 1, 2023, or who enrolled at RIC as of July 1, 2022 and who attain junior status as of July 1, 2024 and who are otherwise in compliance with RIGL Section 16-112, shall be eligible for a 希望奖学金 under that chapter.

(4) Any student with a disability otherwise eligible for a scholarship pursuant to the provisions of RIGL 16-112 shall be entitled to access this program and shall be afforded all reasonable accommodations, as required by the ADA and the Rehabilitation Act of 1973, including but not limited to, 在非全日制的基础上注册，需要四(4)年以上的时间才能获得学士学位. VI. 希望奖学金 for Students with Disabilities

为残疾学生提供必要的合理便利，使其有平等的机会受益于希望奖学金.  Students who are approved for a reduced course load as a disability-related accommodation by the RIC Disability Services Center (DSC) may be considered as a full-time student for the purposes of eligibility for the 希望奖学金.  然而, students must meet all other relevant eligibility criteria.  

DSC负责与学生合作，为残疾提供便利. The DSC is the College’s designated agent for determining eligibility, 促进访问, 并协调为合格的残疾人提供便利. Students requesting adjustments, 与残疾有关的修改或服务应向DSC登记以确定资格.

How to Request a Reduced Course Load Accommodation

Students may also contact the Disability Services Center at dsc@里克.edu, 401-456-2776, or visit www.里克.edu/disabilityservices for more information.  Please note that relevant and current documentation from a qualified professional is required to establish a non-obvious disability and disability-related need for the specific accommodation requested. 

在批准的时候, DSC会将学生减少的课程负担通知相关办公室, including the Office of 金融援助.  The Office of 金融援助 will note the approved exception to full-time status and will determine whether the student meets all additional criteria for eligibility for the 希望奖学金 at the time the student earned sixty (60) credits.  请注意，减少课程负担的住宿可能会影响其他形式的经济援助.  Students are encouraged to confirm their status and total impact to their aid package with the Office of 金融援助 before registering for fewer than 12 credits or withdrawing or dropping from courses that will reduce their number of registered credits each semester.

7. 上诉过程

任何认为自己符合希望奖学金计划所有资格标准但被拒绝的学生都可以提交一份申请 希望奖学金 Eligibility Appeals Form. This Appeals Form should also be submitted by any students who believe they should be eligible for the 希望奖学金 due to 特殊情况下 as described in Section V of this policy manual.

8. Return to 希望奖学金 Eligibility 

(1) GPA提高

由于未达到要求的2分而被希望奖学金计划除名的RIC学生.累积GPA达到5分才有可能返回希望奖学金项目申请资格. A student may return to eligibility if, after the semester they are removed, they return to RIC for eligibility and they earn a cumulative GPA of 2.5或以上. RIC will conduct a review of students who may be eligible to return to the 希望奖学金 program eligibility once final grades are available for each fall and spring semester.  

(2) Incomplete Assignments

A student whose eligibility depends upon the resolution of an incomplete grade will be eligible for the 希望奖学金 if they successfully resolve the incomplete grade and meet all other requirements at the time that the final eligibility for the upcoming year is determined.

IX. Mistakenly Paid Out-of-Pocket 学费

Students who pay tuition and mandatory fees and then receive 希望奖学金 funding will receive a refund of their payment once 希望奖学金s are officially disbursed. Refunds are scheduled to begin in October each fall and March each spring.  

X. 大学学分

所有希望奖学金的学生必须是第一次全日制入学，才能获得奖学金. Transfer students are not eligible for the 希望奖学金 program. 在以下列出的有限情况下，学生可以使用在RIC首次全日制入学之前获得的学分来满足60学分的课程要求.  以任何形式的先前学分入学的学生仍然需要每学期在RIC连续全日制注册，才有资格获得希望奖学金.

College credits earned through 1) Advanced Placement courses, 2)国际学士学位课程和/或3)CLEP考试必须被视为新生先前学习评估(PLA)的一部分。. 通过中国人民解放军批准的学分将用于学生在前两年必须完成的60学分，以获得希望奖学金资格.
